Doctor & Emergencies on the Upper Adriatic 2026: Jesolo, Bibione, Caorle, Cavallino & Lignano
In a nutshell: In a life-threatening emergency call 112 (the single European emergency number) or 118 (ambulance) — free of charge; a foreign SIM card is enough. For non-urgent medical help (including at night, on Sundays and public holidays) the number across the whole ULSS 4 is 116117 (free, around the clock, multilingual). During the day the coastal resorts run seasonal tourist clinics (Medicina Turistica) — examination, prescription, medical certificate. These services are chargeable for visitors. Bring your European Health Insurance Card (EHIC).
Upset stomach, sunstroke, an insect sting with a reaction, a sprained ankle — things can happen on a beach holiday. This guide shows you, for Jesolo, Bibione, Caorle, Cavallino-Treporti, Eraclea Mare (all ULSS 4 Veneto) and Lignano (Friuli), where to turn: in a real emergency, and for minor complaints during the day and at night — with the current phone numbers and addresses.
New in summer 2026 — the strengthened ULSS 4 network
The ULSS 4 Veneto Orientale has significantly expanded its summer programme “Vacanze in Salute” 2026 — around 5.2 million euros, about 200 specialists (doctors, nurses, staff) plus interpreters and five first-aid points along the coast. What matters for visitors:
- 24/7 night triage for the first time: at the first-aid points in Bibione, Caorle and Cavallino-Treporti, nurse-led triage is staffed around the clock for the first time in 2026 — including at night — by ULSS 4 nurses.
- Jesolo hospital upgraded: an orthopaedist on site throughout the summer (for falls, sports and beach injuries), a paediatrician for families and reinforced radiology (faster diagnostics, fewer transfers to other hospitals).
- Multiple languages: interpreters on duty, plus the multilingual number 116117.
The three levels — where to go for what
| Situation | Where | Number / place |
|---|---|---|
| Life-threatening (chest pain, breathing difficulty, heavy bleeding, unconsciousness, drowning) | Emergency call / ambulance / A&E | 112 or 118 |
| Non-urgent (also at night/Sundays): fever, stomach upset, prescription, advice | Guardia Medica / Continuità Assistenziale of ULSS 4 | 116117 (free, 24/7, multilingual) |
| Minor complaints during the day in season | Tourist clinic (Medicina Turistica) on site | Usually after nurse triage; addresses below |
Rule of thumb: in real danger always 112. For “I need a doctor but it is not an emergency”, 116117 is the right route — it keeps A&E free. In Lignano (Friuli) a separate system applies (see below).
Emergency numbers at a glance
- 112 — the single European emergency number for acute emergencies; free from mobile and landline, a foreign SIM is enough, multilingual.
- 118 — medical ambulance service; still in common use in Veneto. The service decides which suitable hospital you are taken to.
- 116117 — the number for non-urgent medical help and the Continuità Assistenziale (Guardia Medica); active across ULSS 4 since September 2025 (free, 24/7, multilingual). Not for real emergencies (use 118) and not for appointment booking.
- 1530 — Italian Coast Guard for distress and emergencies on the water; alternatively 112. On a supervised beach also alert the lifeguard immediately.
Where to go, by resort
Important: the ULSS 4 tourist clinics run seasonally — days, hours and the start of the season are set anew each year. Check the exact times shortly before your visit on the ULSS 4 portal “Vacanze in Salute”. Central contact: medicina.turistica@aulss4.veneto.it.
Jesolo

Bibione
First-aid point (Via Maja, Bibione) with medical and nursing care in high season — in 2026 for the first time with 24-hour nurse triage, integrated with the 118 ambulance service. Plus a tourist clinic in season.
Caorle
Year-round first-aid point at the Distretto, Via dei Bragozzi (Caorle) (reinforced in summer, 2026 with 24-hour nurse triage). Cavallino-Treporti
Year-round first-aid point (Via Concordia), reinforced in summer — in 2026 for the first time with 24-hour nurse triage and an ambulance. Integrated tourist clinic for low-urgency complaints; non-urgent at night 116117.
Eraclea Mare
Territorial emergency post (Postazione di Emergenza Territoriale) and a tourist clinic in season (most recently around Via Marinella / corner of Via dei Fiori). Check the exact address and hours for 2026 on the ULSS 4 portal.
Lignano Sabbiadoro (Friuli — separate system)
First-aid point + tourist Guardia Medica: Via Tarvisio 5/B. What does it cost — and does my insurer pay?
For people with statutory health insurance from the EU/EEA and Switzerland: the European Health Insurance Card (EHIC) — usually the back of your insurance card — covers medically necessary treatment during a temporary stay, in public facilities or those under contract with the Italian health service (SSN), on the same terms as for locals.
- Emergency care in public/SSN facilities is generally covered; depending on the triage level a ticket (co-payment) may apply. Non-urgent A&E cases can become chargeable.
- The tourist clinics are, according to ULSS 4, chargeable for everyone (SSN tariff). Whether and how much you can be reimbursed is decided by your home health insurer — keep receipts.
- The EHIC does not cover repatriation or planned treatment. Travel health insurance (with repatriation) is therefore recommended.
- Swiss statutory insureds are part of the EHIC system and can present the card. Privately insured travellers should check terms and billing with their insurer.
Pharmacy & medication
Pharmacies (farmacia) are marked with a green cross; outside opening hours there is an emergency duty service (farmacia di turno) — posted at every pharmacy. An EU prescription is generally valid across borders; not every product is available under the same brand name or pack size (knowing the active ingredient helps). An out-of-hours dispensing surcharge may apply.
Quick decision — special cases & common situations
The three levels above clarify urgency. This table helps with common, specific situations:
| Your situation | Best place to go |
|---|---|
| You need a prescription or medication | Tourist clinic or 116117 → pharmacy (duty service “farmacia di turno”) |
| Dressing change, injection, blood draw (on a doctor’s prescription) | Tourist nursing clinic (ADI Turistica), Caorle — Via dei Bragozzi |
| Fall, sports or beach injury (not an emergency) | First-aid point on site; in Jesolo the orthopaedist at the hospital |
| Child ill (not an emergency) | Tourist clinic / 116117; paediatrician at Jesolo hospital |
| Accident in the water or on the beach | 1530 or 112; on a supervised beach alert the lifeguard immediately |
Frequently asked questions
Which number do I call in an emergency in Italy?
112 (the European emergency number) or 118 (ambulance) — both free; a foreign SIM card is enough.
And if it is not a real emergency?
In ULSS 4 (Jesolo, Cavallino, Eraclea, Caorle, Bibione) call 116117 for non-urgent medical help and the Guardia Medica — around the clock, multilingual. During the day there are also seasonal tourist clinics on site. In Lignano (Friuli), go to the first-aid point at Via Tarvisio 5/B.
What does a doctor’s visit cost — and does my insurer pay?
The tourist clinics are chargeable for visitors (SSN tariff). With the EHIC, public emergency care is covered (a co-payment may apply). Whether the clinic costs are reimbursed is decided by your home health insurer — keep receipts.
Where is the nearest A&E?
In a real emergency the ambulance service decides by medical need. As a guide: Jesolo has an advanced first-aid point; cases from the Veneto coast go to Portogruaro or San Donà di Piave, and from the Friuli side (Lignano) to Latisana.
Does the EHIC also apply to Swiss visitors?
Yes — Switzerland is part of the EHIC system; statutory insureds can present the card.
